Definitely a good effort!
First of all, your art-style was a pleasure to the eye. The only suggestion there is using some nice effects, for example when you panned the SWAT member over the police car, you could've blurred the police car to make it look more background-ish. The animation was good, but a higher framerate per second is suggested, especially for the scene with the hooded man reflecting the bullets, a higher frame rate could really benefit the animation. Also sync your audio when a dialogue takes place, makes it seem so much more realistic. The only major complaint I can think of is that the dialogue was sometimes hard to hear, especially in the beginning. This is a problem that's easily solved; there's a programme called Audacity which allows you to set the decibels for .wav files before you import them. Fool around with that a bit, I'm sure it'll increase your sound quality. This seems like it will turn out as a series, and it looks good, good introduction, some action, some dialogue, you're really starting to build a plot and that's definitely a plus. For your first attempt, this is brilliant and I'm looking forward to seeing more. 3/5
